How Toll Violations Escalate

Under Florida Statute § 316.1001, failure to pay a toll is a noncriminal traffic infraction. The maximum fine is $100 per violation. But that's not where the money adds up.

The Escalation Timeline

  1. Initial violation: $1-3 toll not paid through the gantry.
  2. First notice (30 days): Toll authority sends invoice. Now $25-30 with "administrative fees."
  3. Second notice (60 days): More fees added. May now be $50-60.
  4. Uniform Traffic Citation issued: After multiple notices, CFX issues a court citation.
  5. Court costs added: The clerk adds $100+ in mandatory court costs per citation.
  6. Multiple citations: Each unpaid toll becomes its own citation.

Why People Get Toll Citations

The Central Florida Expressway Authority (CFX)

In Central Florida, most toll roads are operated by the Central Florida Expressway Authority (CFX). They manage the 408 (East-West Expressway), 417 (Central Florida GreeneWay), 528 (BeachLine), 429 (Western Beltway), and others.

CFX has become increasingly aggressive about toll enforcement. They regularly issue Uniform Traffic Citations that end up in Orange County traffic court. And because each toll is a separate violation, a few weeks of commuting can result in dozens of citations.
